Noise- My neighbor (lawn company as well) mows his lawn at 7:00 am. Is there any ordinance that you can enforce to make him mow later in the day?

Activities and equipment typical of residential or agricultural communities, including lawn care, use of domestic power tools, lawn mowers, tree maintenance, agricultural equipment, saws, tractors, and similar operations, are exempt from sound level restrictions between 7:00 am and 10:00 pm daily.
Sound level restrictions apply to these activities before 7:00 am and after 10:00 pm.
